Antique Porcelain Male Figurine, I believe to be French with yellow and black pinstripe pants, green overcoat and red cape. He carries his top hand in his left hand standing atop a green background with pursed red lips smiling. He stands about 11″ tall and has the hallmark F261 on the bottom.
